create a framework for inheriting options

first, get rid of existing options stuff because it's a mess. this includes:
- initialize_options
- typingspeed
- type_keys
- copy_test_config
- freaking globals. $FAST_SPEED, etc in ie-class
This will be replaced by options which inherit from user-choices, perhaps, to the relevant class (Browser, Element) in Common, to the class for the specific browser library, to the instance, to what is explicitly passed in a options hash. Or something like that.
